Pine Street Paving, LLC would like to provide the residents of the Town of Windermere with an update on the status to correct the non-performing asphalt installed on Pine Street.
The asphalt installed in July 2012 on Pine Street has been inspected, tested and determined by all parties including Pine Street Paving,LLC, Gibbs & Register, Hubbard Construction, Selby Weeks (Engineer-of-Record) and Ardaman & Associates (Third Party Consultant) to have been installed improperly and does not comply with the contract specifications and drawings as submitted and approved by the Town of Windermere. There is an undisputed and unanimous consensus, by all parties involved, that the only way to fix the road as installed, is to completely remove the existing in-place asphalt and replace in its entirety.
The Design Build Team, headed by Gibbs & Register (John Gibbs), the Engineer-of Record (Selby Weeks), Hubbard Construction (Asphalt Contractor) and Ardaman & Associates (Third Party Consultant) are currently working on a revised set of documents that will be submitted for review, comments and approval in late March 2013. Revised documents are being developed to specifically address the areas of current non-performance, including but not limited to, asphalt design mix, percolation and water run-off thru the asphalt, high water table areas, sub-base failures, inadequate pavement thickness, QA/QC procedures, testing, scheduling, and a written execution plan from the Design Build Team on how they will avoid the mistakes made during the initial placement of asphalt.
Pine Street Paving, LLC has retained a Third Party consultant firm to review the revised documents and to oversee and manage the re-pavement process. The Design Build team will retain Ardaman & Associates (Third Party Consultant) thru the re-pavement process.
The preliminary schedule provided by The Design Build Team shows removal and replacement of the asphalt is to occur mid to late April 2013.
We will make a revised submittal of all documents to the Town of Windermere, once reviewed and accepted by Pine Street Paving, LLC and our Third Party Consultant.
Pine Street Paving, LLC will continue to provide the residents along Pine Street with information update flyers on the exact schedule of construction activities and what to expect.
All costs for the removal and replacement of new asphalt will be paid for by Gibbs & Register and their Design Build Team.
